Chapter One: Introduction

1.1 Background of the Study

Leadership style plays a crucial role in shaping governance outcomes at all levels of government, including local governments. In Dala LGA, Kano State, the leadership style of local government chairpersons has had a profound impact on governance and service delivery. Local government chairpersons in Nigeria wield significant power over the allocation of resources, formulation of policies, and the implementation of development programs at the grassroots level (Aliyu & Mustapha, 2023). The leadership style adopted by chairpersons, whether democratic, autocratic, or participatory, influences the extent to which they can engage with the community, address local needs, and promote transparency. Dala LGA, with its diverse population and pressing socio-economic issues, presents an ideal context to study how different leadership styles affect governance outcomes. Despite the central role of local governments in Nigeria’s federal system, research on how leadership styles impact governance at the local level remains limited, especially in the context of Kano State. This study aims to fill this gap by analyzing the leadership styles of local government chairpersons in Dala LGA and their impact on governance.

1.2 Statement of the Problem

Leadership style has been identified as a determinant factor in effective governance, but the influence of different leadership styles on local government outcomes in Dala LGA has not been comprehensively studied (Gambo & Musa, 2023). Local government chairpersons, often elected through political party structures, may adopt leadership styles that either facilitate or hinder governance. The challenges faced by local governments in Dala LGA, such as poor service delivery, lack of community engagement, and corruption, may be influenced by the leadership style of the chairperson. However, there is a lack of empirical research to assess how these styles directly affect governance in Dala. This study aims to investigate the impact of leadership style on governance, focusing specifically on the local government chairpersons in Dala LGA.

1.3 Objectives of the Study

  1. To assess the leadership styles of local government chairpersons in Dala LGA.
  2. To evaluate the impact of leadership style on governance and service delivery in Dala LGA.
  3. To recommend strategies for improving governance through effective leadership in Dala LGA.

1.4 Research Questions

1.5 Research Hypotheses

  1. There is a significant relationship between leadership style and governance outcomes in Dala LGA.
  2. Local government chairpersons who adopt participatory leadership styles achieve better service delivery in Dala LGA.
  3. The leadership style of local government chairpersons influences community engagement and transparency in Dala LGA.

1.6 Significance of the Study

This study is significant as it explores the relationship between leadership style and governance at the local government level, specifically in Dala LGA. The findings will provide valuable insights for policymakers, local government officials, and political leaders on how leadership styles can influence governance outcomes. By understanding the impact of leadership styles on service delivery, transparency, and community engagement, this study will contribute to efforts aimed at improving governance at the grassroots level in Nigeria.

1.7 Scope and Limitations of the Study

This study focuses on the leadership styles of local government chairpersons in Dala LGA, Kano State, and their impact on governance. It does not include other LGAs in Kano State or examine the leadership styles of other local government officials.

1.8 Operational Definition of Terms

  1. Leadership Style: The approach or manner in which a leader engages with subordinates and makes decisions, including autocratic, democratic, or participatory styles.
  2. Governance: The processes of decision-making, policy implementation, and the delivery of services by government institutions.
  3. Service Delivery: The provision of essential public services such as healthcare, education, infrastructure, and social welfare by local governments to the public.
